I've had the exact same message whilst attempting to commit to a repository (via local network) which was on a disk that was already transferring a large amount of data elsewhere. So, the disk was at its maximum throughput at the point where svn was trying to open various files, which obviously failed.

It seems that this error message can be related to high disk IO, and is somewhat misleading. As soon as the other file transfer completed, I was able to commit without a problem.
