Hello Petrov,

this sounds like something is broken somewhere in your configuration,
because for me it works to remove a folder from an SVN checkout and
performing update on its parent folder or (if the deleted folder got to
be where it was via an svn:externals entry) the folder with the
respective svn:externals property.

(It may also be necessary to differentiate between SVN and TortoiseSVN,
because the TortoiseSVN developers have in general no influence on the
functionality of SVN.)

If the problem still persists, perhaps describe step by step how to
reproduce it.
