Look into the Recycle Bin. It might be there.

Also, Windows Explorer has Edit > Undo in its menu if you occasionally
drag&dropped or renamed an item.

According to my experience, doing an Update recreates missing folders, but
you say that it does not help you?
(Why? What error message is there?)

Also, try to run "Check for modifications" on the parent folder. E.g. if delete
is scheduled for the deleted child folder (that is, if it was deleted
twice: once
in Tortoise and then in Explorer) you may want to either revert the deletion
(is it possible?) or delete the parent folder (in Explorer, not in
Tortoise) as well
and let Update recreate them both.

Also, doing a fresh checkout always works.
