We are migrating one project X (managed by Tortoise) from company (A) to
company (B). I would like to know:
1. How to export the repository X hosted on company A SVN server?
2. How to import such repository to be hosted on company B SVN server?

Company B wants not only the latest version of the source code but also the
older versions.

This is a server-side question that is answered in the subversion documentation. Read up on repository dumps and loads. The subversion documentation is found on http://svnbook.red-bean.com/
