Keep changelists is not active

Hello,

I have a question about changelists in the Commit Dialog. If I define a changelist in my working copy the first time, the option “keep changelists” is not selectable. If I close the Commit Dialog and open it again the option is selectable. How can I save my changelists without reopening the Commit Dialog?

I tested it with TortoiseSVN 1.5.7, Build 15182.
