Tortoise SVN error I need help with

Ive never seen this error message before while Ive been using
Tortoise. The odd thing is it was working about a week ago, I just
only recently upgraded Tortoise, but it still gives me this error

"Cant connect to host svn.hongfire.com No connection could be made
because target machine actively refused it"

whats going on? It was working fine about a week ago. if so how can i
fix this? What do I need to do? Or is the host computer down?
Please help if you can , thanks.
