Bug submission - Global ignore pattern is not used in filtering folders during commit

When using a pattern such as *[/\\][Oo][Bb][Jj] in the 'Global ignore
pattern' (either the UI or the svn config file), the files within the
folder are not listed in the commit, however, all of the folders are.
The particular project we are working on has over 5000 OBJ folders,
which makes reviewing the commit for files to add that much more
difficult.
