Can 1.5.x use serf?

Hi

Can anyone tell me if serf is built into the TSVN 1.5 releases?

The reason I ask is I was convinced that using serf was a workaround for
Subversion bug 3119, however, despite the fact that my colleagues have added

[misc]
http-library=serf

to their config files they still get the problem. I don't get the
problem but I'm running a nightly build.
