"I'd like to request/propose" you take a glance at the Property Name
listbox in the dialog that comes up when you click New... from the
TSVN -> Properties menu item. It has one called....tsvn:auto-props

tsvn:autoprops takes precedence over the user's config file.

tsvn:autoprops only works with TSVN. If users are using another
client, it'll be ignored.
