I just ran into this issue also!
This was with freshly installed TortoiseSVN 1.5.4. I couldn't figure out what was going on, why is was 'automatically' ignoring my *.o files, yet there was no 'ignore' properties set anywhere I could see.
Setting the global ignore to something, then back to blank then stopped Tortoise from 'automatically' ignoring *.o files.
