In TSVN 1.5.5:

1. Launch the Repository Browser
2. Change current revision from HEAD to that old one
3. Right-click on the file or folder, a popup menu will be shown,
choose "Copy to...". You will be prompted for the new URL.

Do not know, whether this recipe works in 1.4.*.
