Yes, I checked; it's the same one. Also, when I first set Tortoise up,
everything was working. It was only after the server crashed and was
restored that this difficulty came about.

As I suspected: that's not the same. If you execute commands directly on
the server, the passwd file might not even be used.

Now, check the config files. There's one line specifying which passwd
file Subversion should use. Make sure that's the same you think it
should use.
