Ummm... that's the exact same context menu I get when I right click on a
folder outside of a working copy.

I think you missed the point that you have to check out into a folder
(i.e. make it a working copy) first before SVNs (not just TortoiseSVNs)
versioning functionality is available.

Only if a folder contains a hidden ".svn" folder it's part of a working
copy.
