[Feature request] Use system proxy in TortoiseSVN

Hi,
I'd really like if TortoiseSVN would use system proxy instead it's own
preference.

Since I have to change very frequently the proxy settings going from
my home to university and back, modifying that setting only once for
all the applications would be a really nice thing.

I think that the best solution to this problem should be leave the
present proxy configuration and add the possibility to use system
proxy, just to give users the chance to do what they want with proxy.
