  Instead of "there can't" didn't you want to say "I don't want there
  to be"...? Because that's where you are heading with your
  suggestion.

  I myself am perfectly familiar with the changelog concept, but
  nonetheless I see no point in reading it AFTER the installation is
  complete. I always read the changelog in advance to see if the new
  version is worth downloading. Hence, I always have to uncheck the
  box, and I'd like the setting to be preserved between installations.

  I also vote for default for the option to be OFF. Imagine that you
  have to install TortoiseSVN on several machines. You already know
  the particular version is good for you, so you don't want the
  changelog to be presented in an extra annoying step every time.

  Andrew is talking absolute sense in terms of usability.
