RE: "Network connection refused" error for just 1 person

I Know this is an old problem, but thought an answer might help someone...
Had this problem with one of out users. Found out that their PuTTY defaults were wrong:
   1. Double-click the PuTTY icon to get the PuTTY configuration dialogue
   2. Select "Default Settings" from the session list
   3. Click on 'Load'
   4. Make sure SSH is selected
   5. Make sure Port 22 is in the box
   6. Click on 'Save'

N.B: Normally you would have to put in a host name before saving, but in this special case, leave the host name blank.
They had default protocol Telnet (Port 23) and the svn server refused the connection!
