Folder is locked error

Hi,

I have a huge folder in SVN containing lots of binaries.

The folders beneath are complex, but many people needs to have many
files under this folder.

So what they do, to see that all their files are updated, they get an
error - the folder is locked you must run a cleanup to continue.

Cleanup to the upset folder can take more then a working day because
files are binaries, so this is something that is not usable.

1) Why do I get those errors?

2) What can I do to solve this issue?
