Commit/Authorization fails using svn:// w/ssh port forwarding

I can run tortoisesvn update but I can't commit. I keep getting a commit failed/authorization failed. I'm accessing a repository on my local network via svn://repname by port forwarding 3690. I can run diff, update even repro-browser but I can't commit. I already deleted all auth cache in my ApplicationsData\Subversion folder and cleared out all the caches in the Tortoisesvn gui. Please help!!
