Can't reinstall

Due to a Windows issue, I had to do a system restore several months old. I then tried to update to the latest version of Tortoise SVN. During the install, it looks for an older version of software in a temp folder. I assume this is triggered by the system restore. I have tried to uninstall, but that failed. I then manually removed all reference to tortoise svn in the registry, and removed any of my checked out data, and deleted the tortoise folder from program files. When I try to install a fresh version of tortoise, I get the same error. What am I missing? Where is it finding reference to the old version? Any help would be appreciated as we use this for all of our software management.
