new to svn checkout/update problems

Hello,
Having problems with checkout/update our project files are large. I am using
a shared wireless network connection, not reliable.
Sometimes when trying to update or checkout files svn hangs possibly my
network failed.
When I try again svn tells me that that file or folder is locked please
cleanup. When I run cleanup it gets
an error indicating that fileX is not under svn. Possibly the file that was
being processed when the interruption occurred.

My question for the members of the list: How to clear this? In the past I
have had to delete the root folder and began the download again.
I feel there must be an easy way.
