I use the everyDNS service for this.  My server at home updates everyDNS 
with its IP address every few hours, and I set a subdomain of xnapid.com 
to use everyDNS for its DNS resolution.  Then I can use subversion as 
expected with my subdomain.
I haven't tried it with no-ip's service though.  Anyone else done it 
successfully?
