enforcer.py is in tools_contrib.
It hasn't changed.
I had to edit to make it work the first time.

I'm willing.
I tried.
users_at_subversion.tigris.org produces returned mail with permanent
fatal errors.
I hope all I need is a pointer to the output format change.
