Context Menus not working

I just finished installing Tortoise SVN, restarted the PC, and there
are NO context menu options when I right-click folders. I tried
uninstall/reinstall and made sure I had the most recent version.

I am running Windows Vista Ultimate 64 and the very latest "nightly
build" of Tortoise (as of December 5).

I tried opening the Tortoise SVN Config settings and it DOES say that
there are context menu items checked in the list and should be
working, but again, NOTHING shows up when I right-click folders...

This is a BRAND NEW install of Windows and Tortoise, BOTH were
installed today...
