Cannot reproduce. It works for me.

Most probably it is firewall issue.
I assume that your DNS is OK and you have not mistyped your URL.

Several basic questions:
1. Does it work with the Windows version of the svn command line client?
2. Can you connect to that port with any telnet client?
3. What exactly version of TortoiseSVN you are using.
