Feature request - Expand environment variables in the 'Exclude' and 'Include' paths for the Icon Overlays

For example, in the TortoiseSVN Settings GUI, if the Excluded path is '%SystemRoot%\HelloWorld*' then TSVNCache would interpret that as 'C:\Windows\HelloWorld*'.
