The relevant information in the TortoiseSVN help to setting up for a
single user is in the following sections:

4.1.2. Creating The Repository With TortoiseSVN (ignore the "Tip"
about BDB databases)
4.1.3. Local Access to the Repository (ignore the "Warning", BDB
again)
5.2. Importing Data Into A Repository (particularly 5.2.1, 5.2.2, skip
the rest)

I think a good section on single user setup could simply contain the
above lines.
