Sorry, but you're not using svn utilities from the same version.
You've created the repository with TSVN, but your svnserve utility has a
1.4.x version for sure.

Also, do not use cygwin! There's a perfectly fine svn client for Windows
which is fully tested. Use that one. The cygwin svn tools cause nothing
but trouble (if you don't believe me: search the mailing list).
