Feature: Bandwidthlimit for Up- and Download

Hi all,
what do you think about a Bandwidthlimit for Up- and Download.

I have the Problem when I Commit a lot of changes or synchronize my
local copy its happen that it take 99% - 100% of the bandwidth so i
can't do anything else at the same time as upload files with WinSCP or
working with putty (very slow).

So it would be great to add a feature to limited the speed for
TortoiseSVN.
