Failed to create new lock 423 #160035 ???

I found sometime I get lock a file ,after edit and commit failed
appear.
The message show : Failed to create new lock 423 #160035
But I lock the file...I am the lock owner.
temp solution is ,I steal the lock again and commit.
Is there anyone can tell me why it would be happend?
