I wasn't talking about apache, I was talking about Windows. Without a
restart, the apache service will not take up the changes in the PATH env
variable because the service is started by the service host process
that's already running, and it will inherit the env variables of that
host process. And since that host process only restarts if you reboot,
you must reboot.

msjava is not a hard dependency. You don't need that one.
