relocate doesn't work

Hi!

I've moved my repositories to a diffrent server, and i wanted to use
"relocate" for the working copies so they will work with the new
server.
I've followed the instructions, but when i do commit, they go back to
the old URL.

How can i fix it (wihout doing checkout)?
