This is not true.

On this page http://tortoisesvn.tigris.org/servlets/ProjectMailingListList
there is rarely any information about which list should be default. Maybe a short sentence on top?

Yes if you scroll all the way down with no information on top of the main page what is contained.

On http://tortoisesvn.net/downloads under Source Code there no information about this. By the way this is the page you see by following the Home link on the Page you describe. Maybe you could change the text "CollabNet Subversion Repository" shown by the authorization dialog to contain the guest login information.
