Time zone differences: bad for update time tags?

From: Tom Stepka <Tom.Stepka_at_noaa.gov>

Running a MS Windows shop here. Repository on a server and there are
two clients for parallel software development. One hitch: the
clients have their TZ set to GMT while the server TZ is set to Eastern US.

Does this setup pose any risks to updates, commits, etc? Will SVN
server get confused by client time tags that may conceivably be 4 hours
into the future according to the server clock.?

Thank you
