Some progress. I found the older subversion installs and nixed them.
Now when I try doing a commit from the command line I get the same
error as on TSVN.

FWIW, I do have another project on the same repo with which TSVN is
working marvelously well.

Also, I think I forgot to mention version numbers in my initial post:
