I got this error once, I'd used (what I thought was) an identical
procedure to try and install svn 1.5.0 server on two different winXP
PCs, using the same downloads of SVN and Apache. On one PC I just
couldn't get it to work, no idea why.

Try Googling for the full text of the error message - I'm sure I've seen
someone else mention it on the svn users list.
