 This is the exact same issue I'm having. It started happening in the last version or two. No amount of uninstall/reinstall/repair/etc seems to help. The TortoiseSVN DLL appears to register correctly and I've installed the right "bitness" (32-bit TortoiseSVN for 32-bit Vista)

 

Also note that the MSI filename is incorrect - http://tortoisesvn.net/downloads - it shows "TortoiseSVN-1.5.3.13783-win32-svn-1.5.2." for version 1.5.3.

What's strange is Peter's issue is exactly the same as mine - TortoiseSVN stopped working for me on XP after I reinstalled my OS as well. Perhaps TortoiseSVN is not correctly installing some sort of dependency that's missing on a fresh install of XP SP3?

Not a lot of information, but is it possible you are not right-clicking
from INSIDE Windows Explorer?  Not Internet Explorer....WINDOWS
Explorer.  From there you should at least see "TortoiseSVN..." inside
your top-level context menu and perhaps 1-2 others.  Good luck.
