Re: ignore-externals in Check for Modifications?

Great news.
I downloaded this release candidate, thinking it would include this change:
http://nightlybuilds.tortoisesvn.net/1.5.x/win32/TortoiseSVN-1.5.3.14166-dev-win32-svn-1.5.2.msi

But I don't see the checkbox anywhere. Looked in both Check for
Modifications and Commit, this was all after a restart following install of
the above.
Am I misunderstanding the apparent "revision number" (14166) in the above
vs. the revision that includes this change (14128)?
I haven't used anything but the official releases before so I'm probably
missing something.
