Well, fiddlesticks. Contrary to the note there, the people who now
produce PowerDesk don't have a fix for v4 or 5 (I have v5), only for
v6 and later. I tried their fix, and it has no effect. I also tried
turning off all the PD context menus. And I've never found another
tool, free or otherwise, that has all the capabilities of PD. So it
looks like I'm stuck.

But I am curious: I've never had any problem with other Windows
Explorer context menus, including Tortoise CVS. What is unique about
the Tortoise SVN context menus that triggers this problem where no
other app does?
