Locking Folders - Prevent new file addition

Hello,

When I lock a folder, I seem to be able to still add new files into that
locked folder. Is there a way around this?

Basically, I would like to set it up so that when we get to a release
version of a project, we can lock the entire project directory and no-one
can add/remove/modify anything in that directory unless it is unlocked by
the project administrator.

Any ideas?
