"Export" (as it already exists in tortoise and subversion) retrieves
stuff from the repository. Anything that is in the repository is
versioned, so "exporting unversioned files" does not make sense.

If you really mean that you want some way to collect unversioned files
from your working copy, you are not making sense either. If there is a
need to back it up, it is probably important enough to be versioned.
