The example only shows the syntax and doesn't state how the numbers
are interpretad.

Plus: You aren't right with your argument. 9 and 11 are changesets.
You never ever could merge a 'revision'. A Changeset is a range! 9 is
equivalent to the change -r8:9.

TSVN this way introduces a distinction between changesets and revision
ranges that makes .

If this is really such an important feature call it a "Changeset list"
and not "Revision range to merge" at least!
