I have encountered the same issue and I can confirm that this is NOT a
TortoiseSVN bug.

I checked with one of my Powerpoint file (PPT) and just viewing it
without saving caused the file to be altered. 2560 bytes of data were
added at the end of the file and an hexadecimal diff tool showed that
the file had been altered in a number of locations. This is annoying
but TortoiseSVN is not to blame.
