Can someone explain the inconsistent behavior of right-click-drag context menu?

Hi all,

I've noticed something strange with the right-click-drag
context menu in the explorer. I sometimes get different
menus for the same source file depending on which directory
I try to drag it to. (The source and destination directories
are in the same WC with no switched subdirectories or
externals).

In one case I get a short menu containing only the "SVN Copy
and add files to this WC". In the other case, i.e. while
right-click-dragging the same file but to another directory
in the same WC I get four entries (Move, Move+rename, Copy,
and Copy+rename). Neither destination contains a file with
the same name as the source file.

I can't find any common elements or rational explanation
as to when I get one or the other.
