So is the https a tortoise requirement with SSPI? In my browser I can browse to it via http://path/repo it doesn't require https://path/repo in the web browser to see it.

SSPI authentication only works for https, not http.

The error you get means that the user could successfully authenticate,
but the authenticated user doesn't have access right (the authorization
failed).
