Are you volunteering? Patches are always welcome.

Hmm - let's do a little investigation:
* TSVN is in use by I'd say thousands of users
* TSVN exists for more than four years
* you're the very first one to report such issues
--> I really wouldn't say that "many users" have the same problem.

I could only reproduce this by not unplugging the network but by
creating a shortcut to a share I don't have read access to.
If I unplug the network, Windows returns immediately from the file
access APIs without any delay. So I would assume that you also have a
problem with your drivers: either they try to reconnect or don't tell
Windows properly that no network is available.

Also, why do you right-click on those shortcuts if your network is down?
You can't do anything with those anyway.

Honestly, that issue has a very low priority for me.
