Yes, but you *could* map all the settings of the config file to registry
entries (there's a section in the Subversion book explaining how to do
that mapping).

Also, you can create a GPO which sets the config file on client
computers too - GPOs can work with files not just registry entries (even
though it's easier to use registry entries than files).
