If you're running your own utility anyway why don't you use the SVN
library directly?

Looking at

http://subversion.tigris.org/links.html#bindings

you'll find a link to

http://sharpsvn.open.collab.net/

which says:

"SharpSvn is a binding of the Subversion Client API for .Net 2.0
applications"
