Feature request: Create a changelist when a commit is blocked due to stale files

Hi,

A small feature request:

Would it be possible for TortoiseSVN to create a changelist of
the files in a commit that is blocked due to stale files in
the WC.

I find that I annoyingly often forget to do an update before
committing which results in blocked transactions. I then have
to manually re-create the file list of the previous commit.
Having TortoiseSVN create a changelist of the files in the
last blocked commit would be a great help in this situation.

What do you think?
