They seemed to be an improvement for me.

I never even noticed them until a few people whined about them.

Who are you to say who the target audience is? What's "frivolous" to
you may be the final polish required to get acceptance in a picky
corporate environment that's more concerned with appearances than
functionality.

Are you certain that the individual(s) doing the graphics are taking
time away from code development? On most projects, the visual effects
are not done by the same people who are working on core functionality.
