I installed the 32 bit version and restarted my computer and now it works.

One thing I noticed when I restarted my computer is that the OS complained that some entity had created a (empty) file called C:\Program and that it should be deleted lest it cause problems.  I'm not absolutely certain that the 32 bit TortoiseSVN installed created this (can't remember if I installed anything else), but I mention it here just to note it for posterity.

But no progress dialog shows up. Nothing happens at all. It always fails
with any repository and has never worked.

My guess is that my 64 bit version of TortoiseSVN is broken. Either due
to 64 bits or due to Vista.
    

Can you try a nightly build please?
